Q3 Sheffield's Assurance Update 2013/14

Are local people getting good quality care?

CCGs need to ensure the providers they commission services from are delivering safe, good quality services and compassionate care and that there are processes in place to quickly identify and address any concern.

Sheffield CCG works closely with providers to monitor quality measures ensure that any incidents where patients, staff or members of the public may suffer harm are investigated and addressed promptly.

Assessment of our performance against key local and national quality measures are an integral part of the monthly Quality and Outcomes Report at Governing Body meetings

Are patient rights under the NHS Constitution being promoted?

During Quarter 3 (Oct – Dec) Sheffield has continued to perform well on the national NHS Constitution rights & pledges which are about how long patients wait to be seen and to receive treatment. In December there was a slight increase (of 0.2%) in the percentage of patients waiting more than 6 weeks for access to certain diagnostic tests and the CCG is working closely with providers to address this.

Are health outcomes improving for local people?

Sheffield shows on-going good progress on national priorities and on improvements in locally selected outcomes (e.g. reducing waiting times for Speech and Language Therapy at Sheffield Children’s Hospital). Our quarterly discussions with the NHS England South Yorkshire and Bassetlaw Area Team indicate that we are in a strong position overall on the prevention of hospital acquired infection despite the very challenging national targets.

Are CCGs delivering services within their financial plans?

Sheffield CCG continues to be effective in managing the financial pressures of delivering improvements in health services and health outcomes within the resources available. During Oct – Dec Sheffield achieved all of its financial duties but some of our service change plans were slightly behind schedule.

Are conditions of CCG authorisation being addressed and removed (where relevant)?

Sheffield CCG was fully authorised without conditions.
