What is a personal health budget?

Personal Health Budget (PHB)

A personal health budget is a method of giving people more choice and control over the type of care they have and how it is arranged.  A personal health budget is an amount of money to support a person’s identified healthcare and wellbeing needs, which is planned and agreed between the person, or their representative, and the Clinical Commissioning Group (CCG).

At the centre of a personal health budget is the care plan. This plan helps the person decide their health and wellbeing goals, together with the CCG who offer support and guidance, and set out how the budget will be spent.  

A personal health budget can take several forms. It can be a direct payment to a person, so they can employ their own staff directly. It can be a payment made to a person acting on their behalf, who arranges care for them, or it can be paid to a third party organisation to make these arrangements. It can also be a ‘notional' budget, where the care is still arranged for the person by the CCG, based on an agreed sum of money.

The Government announced that any person who is eligible for continuing healthcare will have the right to have a personal health budget, from October 2014. 

Sheffield CCG currently offers personal health budgets to people who are eligible for Continuing Healthcare, who are receiving a package of care in their own home, and for children eligible for Continuing care. In accordance with Government guidance, the CCG will be looking to work towards introducing personal health budgets for other people who may benefit from April 2015, such as those with long term conditions, and further information will be made available on this here, in future.
