Continuing Health care service users and children in receipt of Continuing Care have requested PHBs since the “right to have” was implemented in October 2014.

Prior to October 2014, the CCG was already contributing to a significant number of direct payments, arranged by the Local Authority, predominantly for people with learning disabilities.  

Existing direct payment service users with the Local Authority who became eligible for Continuing Healthcare funding have therefore continued with their current direct payment arrangements when their funding transfers to the CCG, as these have been converted into PHBs.

There are currently around 182 recipients of PHBs, and this includes people who are eligible for a joint package of care, i.e. jointly funded by the CCG and the Local Authority.
