I wanted to find out more about your organisation’s approach to Personal Health Budgets and so I have compiled the attached list of questions as a Freedom of Information request. 

Personal Health Budgets

1. What are your targets for Personal Health Budgets over the next 3-5 years?

  • by April 2020
  • by April 2021
  • by April 2022

These are yet to be confirmed by NHS England.

2. Are you partnering with any other NHS organisations, such as a LHCRE or ICS to deliver these targets? If so, which ones?

  • Please provide the names, email addresses and phone numbers for the individuals responsible for delivering Personal Health Budget targets

See response to Q1, we are waiting for confirmation of the Memorandum of Understanding for the Delivery of Personalised Care to be confirmed between NHS England and the Integrated Care Service (ICS). This will describe the ask of personalised care delivery including the numbers of PHBs expected as a target. This is being coordinated by ICS.

3. How many individuals in your CCG have a Continuing Healthcare Budget?  

431 fully funded CHC as at 31/03/19.

4. How many individuals with CHC in your CCG have a Personal Health Budget?   

244

5. In total, how many individuals in your CCG have a Personal Health Budget?

Cumulative figures as at Q4 2018/19: Children – 80, Adults – 468, Total 548

6. What is the total annual budget for Personal Health Budgets:

Continuing Healthcare - £4,404,415

Children’s Continuing Healthcare - £207,737

Please note these totals do not cover all PHB budgets. There are PHBs for wheelchairs and mental health, these are administered on our behalf by Sheffield Teaching Hospitals NHS Foundation Trust (foi@sth.nhs.uk) and Sheffield Health and Social Care NHS Foundation Trust (foi@shsc.nhs.uk), respectively. We would advise that you also contact these providers for budget information.

Please can you break down the total PHB number by type, e.g. Maternity, Wheelchair, CHC, End of Life etc.? The CCG is unable to provide information broken down to this level.

7. Which organisations are responsible for managing these PHBs?

PHB setting etc. is undertaken by the CCG. PHBs are paid to patients by Sheffield City Council on behalf of the CCG.

8. What software, if any, is used to manage PHBs in your CCG? N/A

9. What is the total annual cost for this software? N/A

10. When is the contract for the PHB up for renewal? N/A

11. Please provide the name, job title, email address and phone number for the CCG staff member who is responsible for the PHB software N/A

12. Please provide the name, job title, email address and phone number for the CCG staff member who is responsible for the management of PHBs
